This zoo doesn't look good

This is my brother in laws tank. I picked the zoo up for him last week from the LFS

Salt 1.024
Temp 81
It's a 29 gal
0 ammonia
0 nitrite
Ph reads good on red sea test kit
Calcium 490
Magnesium 1250
AI nano set at 60%
It is sitting about 1/2 way down the tank
He added Reef Fusion 1 and 2, 3 days ago

To me it looks flaccid.

Any thoughts?
