My experience is the same as Steve's. It took about a year or 18 months, but I went from 7 to 1.
I don't know if you have your heart set on green chromis, but I've had good luck with black bar chromis. They don't shoal like green chromis and are VERY territorial with conspecifics. (I went from 10 to 4 in two weeks when they were 3/4 inch long and in qt.)
When placed in the display, they each have their own turf. They don't hassle any other fish and I actually have a pair that have been spawning for a couple of years. I love observing their behavior and they're a great example of interspecies competition for my students.
