Toadstool is miserable

I just can not get this fiji leather toadstool to come around !I do not know what I am doing wrong. I have had him for almost a month .After a few days his polyps opened a bit but that only lasted a week.for the last 3 weeks it just looks like a yellow blob with goosebumps ,no real polyp extention! It has good flow and moderate to high lighting!

Any Ideas or suggestions?

Try lower lighting for a while. What are your water parameters? Is it being touched by other corals?

Nothing there that may be suspect other than the Nitrates.
Try running carbon if you are not doing so and keep up with water changes to reduce those Nitrates

Try to vacumn your sand bed to reduce you nitrate. That's high.
