Too much light for rics?

Hi,
My tank is almost 14" high, 24 gal. I have T5s, 3x39 W (2x blue, 1x17000K). My ricordeas are small, they not grow, not split. Could it be too much light for them?

I have mine 14" to the side of a 250 mh...still very bright and they grow fine.

Doesn't sound like it to me. Mine are under an ATI 6x 39w Sunpower. 3 blue plus bulbs, 2 aquablue special, 1 actinic.

I have 5 Ricordeas within 7 inches range and they are doing great. Some of mine like different areas ( shaded, medium flow, and low light very low flow).
Move them around and see how they respond.

Rics for me don't grow that fast but they should open up and spread out if they are happy. At least thats what I have seen in my 4 years of having them.
 
I have mine in a 55g with 4 X 54w - 2 10,000k and 2 actinic and they have grown to half dollar size but do not really multiply.
