where to put torch coral, in the sand, or in the rocks, or does it really matter?

It would be good wherever it can get medium light or a little more and some flow and make sure it can't touch any other corals or sessile inverts.

They are pretty hardy. I've had mine in the rocks and is now on the substrate and seems to be fine either way. As Reefman noted, they do have a pretty potent sting so be sure to give other corals a wide berth with them - although I have used mine to keep Anthelia from spreading - very effective!

mine sits in the substrate and loves it. mild flow and nice light and should be great.
