Translucent fuzz on live rock

Any ideas what it could be? I scrub it with a toothbrush and it kind of goes away but comes back. Does not look like algae. Tank is approx. 4 months old

I'm not seeing it, but it sounds like bacteria. How old is the tank?

Tank is about 4 months old, the rock in the top left of the pic has it the most visible.

Yes it looks like a bacteria mat. They usually will go away on their own, but increased water flow will help.
