Trouble with over flow box

I am 6 months into this hobby and am learning as I go with all the advice here. I have a 54 gal. corner tank and I am having trouble with my KollerCraft TOM RP3 Overflow Box anti siphon feature suddenly quit working. Luckily I found out while doing a water change. I hope I can explain this. There is a tube on the top that connects the 2 chambers. With the pump turned off, I can pull on side of that off and the siphon stops. Any idea what causes that?
 
So how to I get it back so it does not siphon (the anti siphon) feature of the box? Before when I would shut the pump off it would just drain the water from the line like it was supposed to. Now I have to diconnect the tube, which wold not be good if the power goes out.
 
Travis, I'd like to offer help, but you have me very confused! A siphon overflow is a drain that works by siphoning water from the tank into a box outside the tank and then down to the sump. You want the siphon.

Anti siphon is for returns to the tank from the sump. If the power goes off the return line can siphon water out of the tank until it gets low enough to expose the outlet in the tank. The anti siphon is a small hole in the return line that is very close to the surface of the water. When the pump stops pushing water up and it starts to siphon water down, it doesn't let the water level in the tank get very low before the hole is exposed and it breaks the siphon.
