Tube anem advise

So I bought a tube anemone a little while back online. It arrived healthy and all, but its was outside of its tube in the bag. I wasn't sure of how to get it back into the tube, so after acclimation, i buried its base and put its tube right next to it hoping it would somehow make its way back in there?. Well needless to say, it didn't, so after 2 or 3 weeks I pitched out the old tube. Theres a ledge above it about 8" above, so its very shaded. The anem is doing fine, but it doesn't appear its making a new tube yet. Every once and a while I notice sand stuck around its column about 1/8" off the substrate as if its starting to make a new tube. Then the next day it looks like thats gone. The anem is in about 3" of live sand with the bottom 1/2" being play sand. I know its deep enough because when the anem retracts all the way down, you still cant see it from looking underneath the tank through the bottom glass. I feed it every other day. So my question is this, should I let it be and hope it finally builds up a tube, or should i place it inside a pvc pipe with some sand in there? Its been in the tank for about 2 months now with now luck on it rebuilding a new tube.
 
I would probably place it in a pvc with a wide enough diameter to easily pour in fine sand around the base.
