This can be caused by one of the following issues-
1) The controller got wet.
2) Something is starving the controller for power so it is resetting over and over in a continuous loop. Usual culprits are a dead pump, water damage (corrosion) of the pump connection and wiring, or a weak or water damaged power supply, the DC tip that plugs into the controller is one of the most common causes, people unplug it at the controller, it lands in a sump or puddle and the combination of electricity and salt corrodes it instantly, the inside or + of the barrel is what corrodes. As a safety, if the controller ever needs more than 1200mA, it will shut down and then restart.
