Tunze 6000 output

I have two tunze 6000's on a 7095 controller. I have had these for about 10 months now and 1 of the pumps output seems significantly lower than the other one. Both pumps output controls are turned all the way up. I have cleaned the pumps and still have the same results . If I switch the control plugs around it changes to the other pump. What would be the cause of this?

Are you using one of the interval modes? What controller are you using?

7095 controller, interval 2 mode, 15s

In interval 2 one pump is at 30% while the other pulses between the top and bottom knobs, that is the normal operation.
