6055.740 is down in the pump at the base of the shaft, most likely parts 6020.136 are loose or missing, these are the stops in the front cover. If they are not fully seated they can cause this, twisting the cap down too tight can also cause this, just back it out a very small amount. The propeller flies forward and hits these stops and falls back on start up, it is catching when it should fall back. AC prop pumps want to spin backwards as it is the path of least resistance, so this sort of stop/fall back mechanism is used to correct the direction. DC pumps use electronics to solve this problem.
