No. You would need to regulate the Hz which is a very expensive process and still has the potential to damage the pump. Generally the pump would have to be given 60Hz to start and then could be dropped to say 30Hz and raised to 80Hz, such a device woul;d cost about $500 and is hardly worth it and again, it is very likely to cause damage.
