Tunze 6100.1 surging

I have 2 of these in my 120. Just got them hooked up.

I have them programmed w/ my apex exactly the same way. One works correctly, the other starts/stops constantly. It'll only stay on for ~1 second.

Is it broken? It does this when plugged into power but no controller also.

It is possible the problem is just mechanical, from a broken drive unit, do you get an alarm or does it just stop? The other possibility is a dead/dying motor block.
