Tunze 9002 impellar bad?

I'll try it this way.I got the 9002 2 weeks ago and it does good in skimming,but when I've shut it off to do some work on the tank,it won't always start up again. I have to take it apart and spin the inpellar to get it to run. Is the impellar bad,and do i need a different one? Thanks.

Have you removed the cover and the impeller to check? The blades should be blue in color on a US version. Possibilities that come to mind is it is binding up on some packing material or foreign object, the shaft is not in straight or the impeller is a 50Hz version.
