How do I know if I have the skimmer positioned correctly. There is a water outlet on the back side, should this be below or above the water? How fine should the bubble foam be and how high up the tube should it be? There is nothing in the tank except salt water as it is a new system.

There is a water line marked on the front of the skimmer, it is a wavy silver line, this is the maximum depth, the minimum is about 1" below this and the ideal is about 1/2" below this. It can't skim anything in a new tank, just install it open the air screw 3 full turns after you plug it in and let it run but don't expect anything to happen as there is nothing to skim, you should just see fine bubbles and water circulating inside the skimmer, no foam will likely rise in the cup unless there is some dust from sand or other debris.

Thank you. That means the outlet on the back should pour out(outlet) onto the tank water and not be submersed - correct? When impurities are being "skimmed" will it be obvious or is there something(level) I should be looking to see?

There is no outlet? Their are a couple slots on the bottom back, that is it, that must be submerged. What are you referring to as an outlet? When it is skimming tea colored liquid and thick foam will collect in the cup.
