This would work but is less than ideal, the point is that blowing across the water removes the vapor layer that is insulating the tank, air movement horizontal to the waters surface is the most efficient, as long as this insulating vapor layer is removed it doesn't matter how many cfm the fan is, the cooling effect will be the same.
