Tunze ATO issue

The JBJ does not do this.

My JBJ does this... when I turn off my apex outlet power to the jbj doing water changes then restore it, it will pump for a few seconds even if the float is not triggered.

How "calm" does the surface water need to be for the Tunze to function correctly? I have a Gyre running in pulse mode so it does create some wave action. Is this going to be a problem? I was going to order the Osmo this week.
