Tunze help

I just got a new Tunze stream 6060 and put it into my tank, plugged it in, and it does not come on, ... any advice? I have tried getting all the air out first, plug it in and unplug it and even tap it lightly with my hand, and nothing, ... any ideas?

I took out the main prop shaft, and nothing is obstructing it, but I did notice that it fits way to tightly in there to even move; almost like a rubber gasket/o-ring is impeding the movement, ...
