Can this pump be operated in-line unsubmersed?

No. It is possible to use it as a return pump but it must be submerged.

As a return pump, it would have back pressure. Any idea what the flow rate is on it against about 4 feet of head (assuming the controller is set to full speed)?

There are two ways to do it, with the stock impeller and impeller housing it does about 450gph with a max head of 6ft. With an optional housing 1200.130 and impeller 0235.120, it will also do 450gph at 4ft but the maximum head pressure is about 18ft. This housing and impeller creates lower flow/ higher pressure but the flow curves are about equal at 4ft.
