turnover question

I'm having a lot of troubles with one of my two gen-x pumps and for the meantime I've had to shut it down. Through my sump I'm only turning over my tank around 7-8x's, but through my other pumps in the tank I'm still getting it over 25x's. My question is: Is there a certain amount you should be turning your tank over through the sump for proper filtration/skimming? I've always shot for 30x's turnover total, but never focused on the filtration side of things...

That's sort of a personal preference question.
I determined my sump flow based on my skimmer flow. I wanted them equal, which is about 7x tank turnover through sump.
