Turnover rates w AIO's, question?

Does water turnover rate mean how many times it is cycles through the given filtration system within an hour or just water circulating through the tank?
Reason asking....
I am upgrading from a 16 g Nuvo to a custom 30g aio. The stock pump is entirely too small due to bad planning on my part of the internal filtration box. There will be a Rio 800 super which is 211 gph. I will also have an MP10 on the other end which will help w circulation. I know that will be enough circulation but I am concerned w water not going through my filtration box as needed as I will be running chemipure and chaeto in it. I guess my question is will the mp10 help with turnover rate or just circulation? I am afraid I will not have the necessary turnover for this tank if it solely depends on the pump and not the powerhead.I hope I'm making sense here to everyone. Any suggestions if this doesn't sound like it will work?



 
I wouldn't focus on definitions of terms, but rather what is needed.

A filtration system which focuses on macroalgae need not have much turnover. The chemipure needs to have the water pushed through it, but again the total passes per hour can be low.

The tank internal flow, however, may need to be higher than is provided by filtration, and that is why many if not most of us use pumps in the tank that are in addition to the flow created by the in and out of filtration systems.
