two 6105's behaving differently

I have two 6105's controlled by an Apex. Both are set to 18V. One is the most recent model (with the thin power supply), the other is the earlier version. Both were purchased in 2010. I discovered this week that the newer model pushes alot more water, despite both being set to the same program, even after cleaning the older model. Is there any explanation for this other than a faulty pump?
 
The potentiometer on the connector box may be turned down, I would first completely disconnect the controller to rule out something with the controller or controller cables. These power supplies are not absolute, i.e. 18V is an approximation and could be as high as 19.2 about or as low as about 16.8V. Each volt equals about 150gph. The other possibility is one may have a drive unit that does not spin freely on the metal shaft, the magnet sins on the shaft and most be able to freespin, if it is binding and it drags the shaft, the flow will be greatly reduced.
