Is this fish a sand sifter? and if it is does it move alot of sand around and bury corals and stuff?

It will move a small amount of sand around though not so much as to bury corals.
More importantly, it is HIGHLY unlikely it will survive. They have dire survival rates in home aquaria. A fish best left in the ocean.

Are they similar to Mandarins? Just need a good pod population & no other main pod eaters in the tank?

No, copepods is not the issue, they decimate your live sand.
