Are these worth setting up in my new tank?

If so, where should it be in the system? ie. Before skimmer , or after. etc.

Some swear by them, some swear at them... you'll get strong opinions on both sides.

They might help make the water column a bit more clear, but I don't think they'll do much else in normal use. They are handy to run for phytoplankton or bacterial blooms, though.
