Yes! The mantis will pick off the hermits and snails. Not all of them, just the weak ones. the urchin it will leave alone.

I have an urchin in the tank with my mantis. They get along quite well.

It depends on the species of mantis and the species of urchin. I've seen O. scyllarus smash and eat urchins and some neogonodactylids kill urchins and live in their tests. Generally, they have to be really hungry for this to happen, but it can happen.
