using a HOB skimmer for a fuge

im trying to maximize copepod production for my mandarin. If i fill up an old hob skimmer with rubble, pump about 200 gph through it, and shine a light on it, is that the best way to produce copepods? i figure the light will help grow the microalgae that the pods eat. but i plan on running gfo so there wont be a ton of algae.

any tips would be much appreciated. thanks.
