Using dual BLueWave as single ballast?

I am selling a BW7 ballast, the buyer is interested in using it as single ballast with a potential backup.

Looking inside one end of it, it appears there are "2 of everything", the power being spliced together to run everything off one power inlet. The hot wire going in on the plug is spliced to 2 wires.....would getting one working ballast instead of 2 only require disconnecting one hot wire?

Not having opened up a BW ballast, nor seeing a schematic, I would say you need to disconnect both the hot, and neutral from the side not being used. A schematic would be helpful...

If they are M80 ballasts, I would gut one side out of the case, and hang on to it: they are getting hard to find, since Advance ceased production of them, some time ago.
