Using sea water?

I'm probably moving to the LA area and the tank move is not going to be easy.
I was wondering though...since I wont have RO setup and I cant wait days for it to fill my 150g tank I was just going to buy the water from an LFS, but then it dawned on me. I'll be minutes away from the actual ocean.
Is going to the beach with some water carriers and filling them up a feasible option? Is it legal, and would you not do it due to pollution concerns?
 
The shoreline water is like the crap you get in your skimmer all of the junk loads up on the shoreline. Yes you need to go out to get good water.
 
Also, creeks and such that flow into the ocean probably have loads of contaminants. I wouldn't trust water collected near shore.
 
As others mentioned the shoreline copes all the run-off plus beaches are natures 'skimmers' so it can get rather nasty. To get decent water you need to go a bit out so it off sets any real benefit from beach collection.
