using weld-on 16 to repair my skimmer

What kind of surface prep do I need to do in order to seal the joint between the skimmer cylinder and the base? Do I need to chip out the old stuff or can I just apply new stuff where the leak is?
 
You can apply directly to each side of the broken pieces, Weldon "melts" both sides of the acrylic and cures them together as one piece.
 
So what I have is a leak in the seam between the cylinder and the base. Can I just apply a bead of weld-on right over the cracked seam or should I dig out what's there first? Will weld-on stick to itself I guess is my question.
 
It's hard to say, the heavy body may work as a bead but I would clean as much as possible and get it in void. The liquid will weld but needs perfect fit. If its a sloppy repair, I would go over it with a bead of Aquarium safe silicon to give it full/flex coverage
 
I forgot to mention, be very careful to keep sides clean, any weld-on drips or roughness will knock down your skimmer effichency
