Both can be beneficial.
Bacteria grow better in lower salinity so a UV lamp can be useful to keep bacteria blooms at bay.
And a skimmer is always a good idea if for nothing else than an improved gas exchange.
If you plan on using medication in combination with hyposalinity then things may be different, but with hyposalinity alone both are fine.
