are there any other variable programmable return pumps on the market besides Abyzz or Tunze?
that can be programmed to pulse pump for example?
Price is not an issue.
Anything else on the market?

Google Deltec E-flow. They just announced them and while pricey they look really nice and may do what you are looking for.

I'm just guessing:

--> If some guy needs a variable current in an aquarium, variable output wave pumps should be more convenient.
--> Return pump is THE link between the sump and display. Putting some risk on it would not be wise.
--> If you intend to use it for variable wave, there are some flow directors which can be put on the return pipe. Which is safer.
--> I guess designing a variable output pump powerful enough to give at least 2000 lt/h at 1.5 meters is expensive.

Good luck on your search.

They dont seem to be programmable though?
can change speed but can not set to wave or do I see that wrong?

On Advanced Aquarist they mention:
Electronic Control
Low power consumption
Super silent
Extremely low heat transfer
Operation in "cold", which prevents the jamming by calcification
Display of power consumption
True effect "waves" *
No metal parts in contact with water
Can be used submerged or dry
Can be controlled with a Deltec programmer (available in March 2012) *
* To produce effects of waves, it is necessary to have the controller.
I've never used one, or even seen one in person, but those last two lines seem to indicate a more advanced controller is about to be released. I read about that pump on a few sites and it seemed like it might work for you but I don't have any more information than what is out there in the articles, you could try contacting the manufacturer and ask them what kind of control they will offer through the controller.
