If the fins are all the way down to the actual body of the fish then they prolly wont grow back,but if theres some fin left then theres a chance of regrowth.

This is the most salient point from the article previously linked. 'Taking these points in order, first garlic has never been conclusively proven to cure Marine Ich (Cryptocaryon irritans), ever. Some hobbyists have used it and reported that their fish got better, but these are not controlled studies and none of these hobbyists know for certain if their fish's own natural immunity was the true reason for the cure, or if garlic had any impact whatsoever. Also, there are a number of hobbyists which have used garlic and suffered significant losses of fish as well'. I tend to dismiss the notion that garlic does anything beneficial versus a broad, balanced feeding schedule (and may actually do damage) and if asked I discourage folks from using it. I have also NEVER needed (nor found effective) garlic as an appetite enhancer.
Exactly! I don't think most folks even remotely understand the difference between 'correlation' and 'causation'. Just because two things may move together, does not mean that one causes the other.
