VHO help lights not fireing

Hey guys a while back I got a 4 lamp vho fixture for my fuge and all has been well till yesterday. I lifted it up to get some algae for my fish and it made a weird noise like air being released from a ballon maybe not as loud, but you get the idea. Have I cause ddamage to it?
I have taken all the bulbs out reset them and it started to fire and then the samething. Is there something I'm over looking ? The lights are uri and are just set down on the tank only a medium glass brace in the middle , but there is no splashing happening. Any and all help would be greatly appreciated.

You might check the fuse if it is an Ice Cap ballast. It may just be that the evaporation and condensation has caused corrosion and the posts on your end caps have been damaged.

Sounds like moisture to me. Try drying all of the bulbs off. Dry the end caps and everything.

If not that, then check for a loose wire where they exit the hood. You may have wiggled something loose when you lifted the lid, or if it's a solid core wire it could have broken inside the insulation if it is bending back and forth as you open the lid. Solid core wire doesn't take bending very well at all.
 
I had one that made a noise like that when I put the end caps on the wrong bulbs and blew capacitor out.

Resoldered two new ones onto the board and bingo. worked great.
 
When I worked at a parts store, I would charge a condensor and toss it to people. (It usually came back at a much greater velocity than what I tossed it)
