VHO Wiring Question

So my son emptied some rain water outside the window that had collected in a ten gallon tank, unfortunately the 2-3 gallons of water was emptied right into the downstairs window. Of course that is the same window that we had opened above our 150 reef, the water ran down the back of the tank and fried the wiring harness plug to my VHOs. Worse than that I cannot find the same wiring harness anywhere online, lighting store, hardware shop etc.

My question is
Would there be a problem cutting out the harness plug and splicing in each wire directly, I thought I would use the screw on caps then cover the wires with a cut bike innertube wrapped around the wires then electrical tape it on.
Thoughts, recommendations,

I cant remember the name of the tool but it is a circle w/shaped prongs coming out in different directions. It is used to remove wires from harness clips. Then you replace the entire wire.
 
I have the Icecap 660 ballast for T5's (used too for VHO's) and spliced both installations after the wiring harness. I basically made two U's and interlinked them, wrapping them back onto themselves, clamped it with pliers to close the u gap, and used electrical tape to cover each splice. It's been that way for two years, never an issue. You could use wire nuts made for electrical as well - I'd stay away from using materials not made for electrical installations, such as an intertube, although the rubber would be an insulator. My 2 cents anyhow.
