never heard of the octopus, but the viper lights have a pretty bad rep on here. Many complain that they get too hot and the cheap plastic arm/leg starts to get soft and bends easily, thus making it a danger of falling into the tank. That and overall they're not even that good of a light.
So i'd say its probably better than the viper, but i couldnt tell you from experience.
