Water level in tank

When I keep the water level lower, the water falls back into the tank "harder" and mixes things up. So there is more "rough water" in the tank.

When I keep it high (same level as the powerhead), there seems to be less water movement.

Which is better?
 
The one that makes the least amount of noise. :) Serioulsy though, I like to use a powerhead to break the surface tension over letting the water level drop.
 
The pump is probably putting out the same amount of flow either way. It's just the flow is at the surface where you can see it better. It is good to have the surface be 'broken' for good oxygen levels and cooling the tank a little in warmer months. But, really I would go with less noiuse and less salt creep by keeping them fully submerged.
