How old is the tank? Sometimes that "muck" your seeing is normal. For a quick fix though you could place a paper towel down flat on the waters surface. (very carefully) Once it becomes saturated remove it very slowly.
Its a "protein film" common on tanks without overflows to "suck" it down or enough surface agitation to knock it back down into the water..
They sell "surface skimmers" to help remove it and keep it away..
