Water return facing?

Hey guys, so as of now, I have the water return hose facing towards the surface for agitation, but as of late, I have seen people with it facing downwards for more circulation... Thoughts?

Increased surface agitation = better oxygenation, and now, in the summer has the added bonus of helping to keep things a bit cooler. My return is pointed towards the surface as are 2 power heads with 2 more pointed more mid-tank. If mine were pointed down there would be an epic sandstorm.
 
So as of now, I should keep it pointed towards the surface you think? I ordered another power head so I have more flow a little deeper. It just seems right now I dont have enough movement.

Also as long as were on this topic, where is the best place to put two powerheads in a 24 gallon tank, does it matter?

The placement of your powerheads is going to depend heavily on your rockscape. Just try to keep in mind that you'll need high, medium and low flow areas as every coral will have different requirements or preferences.
As for the return, I've read that high up parallel to the surface for agitation is prefered. This has the benefit of being able to drill a siphon break hole higher up in the tank to limit your sump filling during power outages.
 
Mine is up high parallel to surface, helps in the event of a power outage back siphon as well as surface agitation. I let my power heads handle circulation
