Weird torch?

I came across this last at a friends house and we both haven't seen this before. Check out the tips?? Has anyone seen this before.

my friend also has one its reddish purple he said its aussie.it looks a little bleached in thAT pic but it can just be that pic.his has branches that arent long very close together he also paid $ mucho.
