According to my opinion

Refugi with macroalgae is the best way, if you have large enough refugi

Phosphate removers are the most efficient way

Kalkwaser is also very useful for removing phosphate.
 
In order of preference:
a) Reduce the input. Low phosphate foods, just feed the necesary amounts and thaw frozen foods and discard the juices if you use it.

b) Increase the exports: Use a refugium with macroalgae

c) use and Iron Hydroxide media (Rowaphos or Phosban)
