What is this red stuff?

Looks like cyano. Phosphate test kits are notoriously faulty. Also, the cyano could be absorbing all the phosphates and cause your test to give you a false reading.

Options:

1. Increase flow
2. Start a regiment of water changes
3. Use GFO or vodka dosing.

Remove what you can by hand and or net. Weekly blast the rock with a power head or turkey blaster
It is not recommended to use a slime remover on a tank less then a year old. It is a bactericide and can remove useful bacteria.
Carbon dosing will not work with unmeasurable nitrates and phosphates
 
I agree with everyone who said cyano. GFO and a reactor will starve it and it will eventually it will disappear. I steer away from meds personally but to each his own.

Tooth brush and turkey baster are good at removing it manually. The 'ol brush and suck method. Just make sure you turn off your pumps/powerheads when you do this... that way you are actually removing the bulk of it instead of just blowing it around. Do this prior to your water change. Bad stuff out... clean water in.

Or use a filter sock while doing it and for12 hrs after
