I think its some type of worm, right below the fan worm, it puts out that long web of goo to catch food. its been slowly growing for some time now, but now its web is starting to get annoying. should I leave it alone?

Most likely a vermetid snail. You can super glue the hole shut if you want to or take the rock out and smack it with a hammer. Some people have been successful with butterfly fish or shrimp but I've never seen anything that works to control them in my tanks. I personally just tolerate them. I think their numbers will self regulate with the amount of nutrients in the system as well. Good luck.
