Yeah, they can thrive underneath normal output fluorescent lighting, but you'll probably have to put quite a few bulbs over the tank though. Just as an example if you were going to set up a 10 gallon nano, instead of using two 24 watt T5 high output bulbs you might have to use four 15 watt normal output bulbs to achieve the same results.
i have a bi-color hammer and a golden hammer coral that sit happily on the bottom of my 24" tall tank. ATI sunpower with a 12 hour photo period but i ramp lighting up and dim it down for 6 of those hours.
They're not going to thrive under normal fluorescent lighting unless you're using so many bulbs that you'd be better off buying some used LED's. They'll most likely be brown and not much to look at.
