What kind of algae is this?

Is it bad for my fowlr tank? How do I get rid of it? I currently have 0 nitrates

It looks like green coralline in the FTS, the second looks a bit like green hair algae, or maidens hair. Can you get a close, clear picture of it?
 
That looks like Chlorodesmis sp. (Maidens Hair). I'd go with the Chlorodesmis, because it doesn't have that nasty color that hair algae has.
 
No, I'd toothbrush it off etc real good and siphon off some of the detritus, do say 30-60% water change, not an issue on such a small tank.

Greens seem to appear with richer nutrients than many of the others. NO3/PO4 etc.

Since you have virtually no biomass in this tank, eg it is new............you want to feed and do other things that you could get away with much easier in a fully developed tank, then...........you best plan on skimming the heck out of the tank, well developed Refugium and/or water changes. WC's + either the refuge or skimmer. I think on smaller tanks, the Refuge is about the best option.

Better an easy to prune macro to export the nutrients than a tank infesting microalgae or hair algae like these. Something is going to grow unless you stay on top of things and get more biomass in there.
You can also skim the nutrients out, but that like the refuge, can take some tweaking to get right.
Water changes(WC's), are going to address most issues in as straight forward manner.

You can also remove the rock, get a spray bottle and add peroxide in it.
Then spray the rock real well, wait 10 minutes. Rinse well and return to the tank. This will kill most of it on the surface, but your bacteria should be okay below in the pores.
