Most good performing skimmers don't have a slow output. Keep in mind, it was once thought that a seahorse tank should have minimum flow but we have since found that a higher flow tank is much healthier and folks have a higher degree of success with seahorses with a good turnover rate.
I use the Red Sea Berlin Airlift Skimmer for my smaller tanks. It's internal and not HOB but has a very small footprint. It is air operated but won't spell any bubbles to your tank like most pump driven skimmers.
With the AquaMaxx HOB-1 hang on Skimmer you can purchase a bubble stopper to solve the problem with the bubbles returning into the tank. I will post how good or bad this works when I receive the skimmer this week. I have a feeling that the Aqua-Maxx is going to work out just fine.
May I suggest that you get a skimmer that is rated for a tank that is much larger than your fifty gallon aquarium? Seahorses are messy and create a lot of waste IME. (You can't skim too much, but you can definitely skim too little and that is never a good thing.)
