What should I do with the hole in the bottom...

The return for the 190g I have (picked it up used) was drilled in the bottom. I have since had another drilled through the back in the opposite corner as the overflow. What shoud I do with the bulkhead in the bottom. It was suggested to me that I use it as a backup overflow (by running some pvc strait up) just in case the main overflow were to plug for some reason. But I have noticed a lot of people have bulkheads through the bottom or lower portion of their tanks. I guess its not as uncommon as I originally thought. How likely is it the my main overflow would plug up causing my tank to overflow? I think I would rather use this bottom bulkhead as part of a closed loop system.
