Fairy, flasher, cleaner, wetmorella, and pink streak don't utilize a sand bed to sleep. Neither do wrasses in the genus Pseudocheilinus, but they can get aggressive. Yellow coris wrasse will bury.
My mystery wrasse doesn't bother my sand at all. Really cool fish. Very peaceful and easy-going, as long as you aren't a fire shrimp....
Me [To the guy I bought the mystery wrasse from]: Dude, I thought you said this mystery doesn't eat shrimp.
Buddy: Yeah, I kept him with a cleaner shrimp for years.
Me: He ate my fire shrimp.
Buddy: You sure it didn't just molt?
Me: Only if he molted in half.....
I've kept both flashers (McCoskers and Carpenters) and fairies (orange-back). The flashers didn't do it for me. I never saw them flashing, not much personality. And they just LOVED to jump out of the tank when I took the mesh top off to feed. I had to rescue my Carpenter's a few times from the carpet.
Bummer you don't like burrowers, because the Halichoeres are some of the coolest in my opinion.
