What was the purpose in this?

Received an on line fish order this morning and it was a bit unusual. Usual box with a cooling pack, a large bag with the fish and the usual packing peanuts. What was unusual was a small bag of water (maybe a couple of cups) as well. I was so stumped I didn't even think to check to see if it was salt or fresh water.

What was the purpose? Temp stability? sample of packing water to test for salinity before opening the fish bag? Any guesses?
 
I'd echo the ice thing. Gotten that before...
Perhaps it's so you can test their PH without it being changed by the ammonia from shipped fish?
 
Ask the vendor. While the answers above may be correct, you don't want to assume the water in the bag is the same as what the fish is in...
 
I didn't check to even see if it was salt water. The water in the fish bag was spot on salinity with what they told me it would be. Sure couldn't see anything living in
the extra. Hope I didn't throw away free pods. :-)

I thought about ice but it's not that warm yet and there was a cool pack in there that was still quite cool to touch. I'll ask them the next time I order from them. I've used them before and never had that included.
