concur re bali. actually, i flew into bali, boarded the komodo dancer, and motored over to komodo. cannibal rock was far and away the most lushly populated dive site i've ever seen, and i've seen a lot in my day.
also, Palau offers tremendous variety of types of sites all very accessible on the same trip (assuming you do liveaboard).
Well best is highly subjective and depends what you wish to see. For me, the best for color is Fiji, the best for critters is Indonesia and Milne Bay Papua New Guinea, the best for large animals is Galapagos and northern Papua New Guinea. The Great Barrier Reef has some superlative locations and some ordinary ones. The best for wrecks in Truk.
Best dive site? The one closest to you. We could argue all day long which site is the prettiest or deadliest or richest or deepest or whatever... But the best diving in the world is that which gets you in the water as often as possible.
Diving exotic places is awesome - but don't miss out on your local stuff... It's cool too, and has the advantage of teaching you so much more than a dive or two once a year ever could.

me and the wife are planning a dive trip this summer but still not shur where to go.we would like to go were their is a lot of coral and fish but no sharks.
There's a big article in this month's SPORT DIVER magazine about Catalina, California... That's right up the street from you.
I don't know of any great dive site where there is zero possibility of sharks... Unless you're diving in fresh water, like the Great Lakes.
The truth about sharks is that you'll be darned lucky to see one - even when you're looking for them, they're tough to find, and even tougher to keep around. Did you know that more people are killed by falling coconuts annually than by sharks? Yes, it's official - it's actually more probable that you'll be killed by a falling coconut on the beach than by a shark when diving.
no such place as a dive site without sharks, u might not see them, i personally have never seen one while diving, but they are there. dont let them bother u. here check this out, i cant wait to go. http://www.takadive.com.au/
