Where to put ROWAphos?

I have a typical display and sump setup with a sock filter going into the sump. I was planning on getting some ROWAphos and had a couple of questions. Is it similar to a bag of carbon you can buy at the store? (Does it come in a filter bag or some sort of sack?) Where would be the best place to put it? I was thinking of throwing it in the sock.

It comes with a bag, I just put mine in a high flow area of the sump.

I am running PhosGuard (similar) in my canister filter (Fluval 304) in a 100 micron bag. Also running Purigen the same way.
